I. Provisions on Documents for Entry to and Departure from Macau SAR

In accordance with relevant provisions on Entry to and Departure from Macau SAR of Non-residents, the following non-residents are allowed to enter and depart from the Macau Special Administrative Region if they possess the documents listed below:

1. A valid passport;

2. A One-way or Two-way Exit Permit or other travel documents issued by the authorities of the People’s Republic of China;

3. A Hong Kong Permanent Identity Card or Re-entry Permit;

4. A Seaman’s Identity Book issued by countries having ratified the International Labour Organization Convention 108 of 13 May 1958;

5. A License or Crew Certificate (subject to travelling on duty only) issued under Annex 1 and 9 of the Convention on International Civil Aviation of 7 December 1944;

6. A travel document issued in accordance with Article 28 of the Convention Relating to the Status of Refugee of 28 July 1951, which was amended in the protocol of 31 January 1967;

7. Other documents as prescribed by law or international treaties which are applicable to the Macau Special Administrative Region;

8. Other valid travel documents;

9. Nationals or citizens of countries or regions which have reached an agreement with the Macau SAR on passport-free entry to and departure from the Macau Special Administrative Region.

Notes: (1) Holders of a valid “Non-Resident Worker’s Permit” or “Special Stay Permit” of Macau are required to present the Permit as well when entering or departing from Macau;

(2) Except for the holders of documents listed in Point 6, all other document holders mentioned above are admissible to the Macau Special Administrative Region only on the condition that their document allows them to enter or re-enter any country or region;

(3) “One-way Exit Permit” holders and individuals who possess a travel document valid only for entering or returning to the Macau Special Administrative Region and preliminarily have their permanent residence status verified or declare possession of Residence Authorization are exempted from the requirement in (2);

(4) Under exceptional circumstances where proper reasons are given, other individuals can also be exempted from the requirement in (2);

(5) In cases specified in (3) and (4), individuals who intend to enter the Macau Special Administrative Region are required to possess prior permit or authorization granted for the purpose of entering the SAR, but One-way Exit Permit holders are not included.

II. Procedures for Chinese Citizens Applying for Travel Documents to Enter Macau

According to relevant regulations of the Bureau of Exit and Entry Administration of the Ministry of Public Security of the People’s Republic of China on the entry to the Hong Kong Special Administrative Region and the Macau Special Administrative Region of Chinese citizens, Chinese citizens who wish to enter the Hong Kong SAR and the Macau SAR should possess a Permit for Proceeding to Hong Kong and Macau (One-way Permit) or an Exit-Entry Permit for Travelling to and from Hong Kong and Macau (Two-way Exit-Entry Permit) or other travel documents.

1. First-time Applicants for Exit-Entry Permit (EEP) and Endorsement

ØApplication location: the Exit and Entry Administration of the local Public Security Bureau where the applicant’s registered permanent residence is located

ØProcedures: First-time applicants should apply in person to the Exit and Entry Administration of the local Public Security Bureau where their registered permanent residence is located. Application materials include the original ID card plus one copy, the original Hukou (household register) plus one copy (the copy of ID card and that of Hukou may share one piece of A4 paper), and two recently-taken half-length, full-face, bareheaded photos (48×33mm , white background, may be taken in the service hall of the local Exit and Entry Administration with extra charges). An endorsement may be applied for at the same time. Applicants who only wish to enter Macau shall apply for the endorsement for Macau and those who only wish to enter Hong Kong shall apply for the endorsement for Hong Kong. Those who wish to enter both SARs shall apply for the endorsement for Hong Kong and that for Macau.

ØTime needed: 10-15 working days from the date of acceptance. Time may vary from place to place. Please refer to information provided by the local Exit and Entry Administration.

ØCharge: 100 yuan for one EEP; 20 yuan for a one-journey endorsement and 40 yuan for a two-journey endorsement. Charge may vary from place to place. Please refer to information provided by the local Exit and Entry Administration.

ØTypes of Endorsement:

Endorsement L, or endorsement for group visit, for citizens who are only allowed to go to Macau for sightseeing as group tour visitors, i.e. joining group tours organized by designated tour companies and arriving and departing together as a group;

Endorsement G, or endorsement for individual visit, for citizens who are allowed to go to Macau for sightseeing purpose in individual capacity;

Endorsement S, or endorsement for business visit; and

Endorsement T, or endorsement for visiting relatives.

Note: Applicants who wish to go to Hong Kong or Macau for business or sightseeing purpose normally choose Endorsement L or Endorsement G.

ØApplicants from cities whose citizens are allowed to go to Hong Kong and Macau for sightseeing purpose in individual capacity may apply for Endorsement G; those from cities whose citizens are not allowed to visit the two places in individual capacity shall apply for Endorsement L.

Validity of Endorsement: For visitors to Hong Kong, Endorsement G and L are valid for three months or one year and grant one or two journeys during the validity period. It used to be the same for visitors to Macau. However, the two-journey endorsement was cancelled recently. The maximum length of stay per visit is seven days.

Ø Note to Understand Validity of Endorsement: A single-journey endorsement valid for one year, for example, does not mean that the document holder can only enter Hong Kong or Macau once in a year. Rather, it means that the endorsement is valid for a year. After the document holder visits Hong Kong or Macau once within the year, he or she can apply for an endorsement again and there is no limit to the number of application. If the document holder fails to visit Hong Kong or Macau in the specific year, the endorsement will become invalid and the person may apply again.

Special notice: If your EEP has less than six months (or three months for citizens of some cities) remaining until the expiration date or there are not enough blank pages for endorsements, you should apply for a new EEP (same procedures as first-time applicant) and an endorsement at the same time.

2. Holders of Valid Exit-Entry Permit (EEP) Applying for Endorsement

ØApplication location: the Exit and Entry Administration of the local Public Security Bureau where the applicant’s registered permanent residence is located

ØProcedures: Applicants should apply in person to the Exit and Entry Administration of the local Public Security Bureau where their registered permanent residence is located with their ID card and valid EEP. Another person may apply on behalf of the applicant but should bring with himself or herself the ID card (please consult the Exit and Entry Administration of the local Public Security Bureau where the applicant’s registered permanent residence is located since requirements may vary from place to place). An endorsement may be applied for at the same time. Applicants who only wish to enter Macau shall apply for the endorsement for Macau and those who only wish to enter Hong Kong shall apply for the endorsement for Hong Kong. Those who wish to enter both SARs shall apply for the endorsement for Hong Kong and that for Macau.

ØTime needed: 5 working days from the date of acceptance. Time may vary from place to place. Please refer to information provided by the local Exit and Entry Administration.

Ø Charge: 20 yuan for a one-journey endorsement and 40 yuan for a two-journey endorsement. Charge may vary from place to place. Please refer to information provided by the local Exit and Entry Administration.

ØTypes of Endorsement:

Endorsement L, or endorsement for group visit, for citizens who are only allowed to go to Macau for sightseeing as group tour visitors, i.e. joining group tours organized by designated tour companies and arriving and departing together as a group;

Endorsement G, or endorsement for individual visit, for citizens who are allowed to go to Macau for sightseeing purpose in individual capacity;

Endorsement S, or endorsement for business visit; and

Endorsement T, or endorsement for visiting relatives.

Special Note: Applicants who wish to attend exhibitions in Hong Kong or Macau on behalf of their companies are recommended to apply for Endorsement L or Endorsement G.

Ø Validity of Endorsement: For visitors to Hong Kong, Endorsement G and L are valid for 3 month or 1 year and grant one or two journeys during the validity period. It used to be the same for visitors to Macau. However, the two-journey endorsement was cancelled recently. The maximum length of stay per visit is seven days.

3. Handling of Cases of Loss of Entry Identification Documents for Non-residents

Non-residents who have lost the passport / travel document / identification document used for entry to Macau and do not have other document for departure may apply in person to service providers listed in the table below for departure document:

ØTips: Besides departing from Macau and returning to the Chinese mainland through any border crossing within the specified period of time, persons who lost their entry identification document may benefit from the new policies and go directly to the Penalty Office in the Departure Hall of the Border Gate for emergency departure clearance. However, such new policies do not apply to nationals of the Chinese mainland holding a service EEP or a Chinese pass port. Those eligible for emergency departure clearance at border crossings in Macau and the Chinese Mainland shall not be involved in any form of overstay or violation of the law and shall giver proper reasons for emergency such as taking care of the sick, the elderly, or the young at home. Border control authorities on the two sides shall check the entry record and personal identification information of those involved through coordination and the lost travel document shall be written off immediately. III. New Regulations on Macau Entry Endorsement for Holders of a Chinese Passport

According to the notice issued by the Corpo de Polícia de Seguran?a Pública of Macau, holders of a Chinese passport together with a valid residence permit or a valid visa to a third country may be exempted from an endorsement and stay in Macau for up to seven days. Such persons may submit an application at the Immigration Department of the Corpo de Polícia de Seguran?a Pública of Macau five days before the expiry date of the “Temporary Authorization to Stay” for an extension of up to 90 days.

ØTips: Transit visitors who intend to enter the Macau Special Administrative Region for the purpose of travelling onward to another destination via the Macau International Airport may use a valid passport and a third-country visa or a residence permit of the same effect for departure clearance. Visitors who will return to the Chinese mainland after visiting Macau, however, have to possess a valid EEP bearing a valid endorsement.

IV. Notice for Nationals or Citizens of other Countries and Regions to Enter Macau (Overseas Guests, Visitors, and the Media during exhibition)

Non-residents of the Macau Special Administrative Region are required to possess a valid passport and “entry permit” or “visa” for entry to Macau, except for people prescribed by certain law, administrative regulation or international law document.
